Carpe Diem Sat Com Svcs has been selected by the Pacific Islands Forum Fisheries Agency to provide training on Vessel Monitoring Systems - May 2008
Carpe Diem Sat Com Svcs Ltd has been awarded a contract for the supply of VMS training to the Pacific Island Forum Fisheries Agency. Plans are for a new package of Certified Technical Training courses for VMS professionals.
Courses will take place from 2008 and a purpose built centre called the VMSAcademy will be established at The Australian National Centre for Ocean Resources and Security (ANCORS), University of Wollongong, Australia.
Outlining his vision for Professional and Technical Training Provision, Douglas Watson, Group Director of Carpe Diem Ltd said: “Our aim is to provide FFA members with a formal training programme, common information on the latest technical, legal and management developments and to enable key stakeholders to share their experiences and knowledge. We also felt it important to recognise the career and academic asperations of many professionals in the industry, so we will be issuing a university certificate to those completing the course”
With a well documented decline and in-house expert knowledge in this sector, many observers have noted that Governments increasingly have to contract with multiple vendors and consultants in order to get a complete picture of Vessel Monitoring Systems technology, current legislation, and supplimentary technologies. The new centre is a collabortive effort, with a wide cross section of the industry contributing to the training.
The choice of ANCORS, based at the University of Wollongong, was key for the concept. ANCORS is well established in fisheries law, regulation and security research and its head, Professor Martin Tsamenyi welcomed the initiative. “Hosting the VMSAcademy will suppliment the work that ANCORS has conducted over the past years. Our site is ideally placed to offer services for the Pacific Islands region”, said the Professor.
“We liked the idea of a skills provision that was directly supported by the main suppliers of these systems. Additionally, our ‘live’ demonstration suite will be fitted with the latest hardware and software, so the VMSAcademy is capable of providing a number of educational and industrial services, including homologation”, concluded the Professor.
The main suppliers of VMS technology have signed up to the project, including Absolute Software, Inmarsat, ARGOS, Iridium and the Food and Agriculture Organisation (FAO) of the United Nations has also welcomed the initiative. “Skills building and capacity development are areas that the FAO are keen to see developed and so this initiative is welcomed.’ Said Michele Kuruc of the FAO.
FFA Director General Mr. Dan Su’a added. ‘Providing professional, certified courses will certainly enhance Operational standards and provide better career progression for those attending the courses. The VMSAcademy will have significant benefits for MCS agencies and other interested parties in the defence sector’.

"I, on behalf of the Australian Government, actually welcome to Australia and to Far North Queensland those international delegates here, and I know there are quite a number, and also to say 'gidday' to the locals amongst you.
This beautiful part of the world is up where I come from and it is always a delight for me to come back to the north of Australia to do very important things like addressing your conference here today.
Conferences like this do attract experts and participants from all over the world and they do, I think, demonstrate the growing awareness of the seriousness of issues such as over fishing and illegal, unreported and unregulated (IUU) fishing on our planet. It is also, I think, a recognition by government and science that these issues do transcend borders, and that all nations need to work together to ensure that we do have profitable, healthy and, most importantly, sustainable fisheries."
